I thought this would come in handy for those times when, well, you don't have a browser or it has been disabled. Thanks lifehacker. This method uses the browser built into the XP default help app.
1) Open up an ordinary application, like Calculator.
2) Hit F1 or go to Help -> Help Topics.
3) Right-click the title bar and select "Jump to URL..."
4) Then it's simply a matter of entering the URL you want to visit.
It may not work in extreme cases of restriction or lockdown.
